বেঙ্গল ইনস্টিটিউট দীর্ঘদিন ধরে বাংলাদেশের বিভিন্ন অঞ্চল ও শহর নিয়ে গবেষণা করেছে এবং গবেষণালব্ধ, সুচিন্তিত বসবাসের প্রস্তাবনা ও উদাহরণ তৈরি করেছে। বিগত বছরগুলোতে বিভাগীয় শহরসহ বেশ কয়েকটি ছোট শহরের গুরুত্বপূর্ণ স্থানের পরিকল্পনা ও নকশা তৈরি করা হয়েছে। তাছাড়া দেশ ও বিদেশের বিশিষ্ট ব্যক্তিবর্গের পরিচালনায় উচ্চমানের শিক্ষা কার্যক্রম চালিয়েছে।

বেঙ্গল ইনস্টিটিউটের উল্লেখযোগ্য কাজগুলো নিয়ে আগামী নভেম্বর, ২০১৯-এ বড় পরিসরে একটি প্রদর্শনী আয়োজিত হয়েছে। বিস্তারিত:

আমাদের আগামীর চ্যালেঞ্জগুলো হবে পরিবেশ নিয়ে। শহর-নগরের বিস্তার তার মধ্যে অন্যতম। আগামীর নগর-চরিত্র কেমন হবে? গ্রামগুলো পরিবর্তিত হয়ে কী রকম রূপ নেবে? গ্রাম ও নগরের মিলনে কী অন্য রকম জনপদ তৈরি হবে?

নদী-নালা, খাল-বিল, জলাভূমি, ধানিজমি এসব নিয়েই হবে নতুন জনপদ, নতুন নগরবিন্যাস। বাংলাদেশের অবারিত উর্বর জমি ও অন্যান্য জল-ভৌগোলিক উপাদানগুলো চিন্তা করলে এটা অবশ্যম্ভাবী। বাংলাদেশই পৃথিবীকে দেখাতে পারে এই বৈশিষ্ট্যগুলো মেনে, জল-আবহাওয়ার পরিবর্তন এর সাথে খাপ খাইয়ে কী রকম অভিনব এবং মানবিক জনপদ নির্মাণ করা যায়।

নদী-নালা খাল-বিল শুধু নৈসর্গিক শোভা নয়, এগুলো ইকোলজিক্যাল সম্পদ─ খাদ্য,পানি ও জীবনের সম্ভার। শহর ও জনপদ তো গড়বই কিন্তু আমরা কি কৃষি ও জলাভূমি বিনষ্ট করে নাগরিক হবো? নতুন নগর রচিত হবে নতুন জনপদ ইকোলজিকাল ও মানবিক ধারায়।

নগরনামার পূর্বশর্ত হওয়া উচিত জলজ পরিকল্পনা। তবে এ মুহূর্তে চারিদিকে শুষ্কতার জয়গান। শহর-নগর-বসতি তৈরি করতে গিয়ে শুষ্কতা, জল বিচ্ছিন্নতাকে মানদণ্ড মনে করে যা কিছু জলজ তা আমরা অগ্রাহ্য করেছি। নির্বিচারে জলাভূমি ভরাট করে যেমন তেমন বাড়িঘর বানাচ্ছি। নদী ও খাল গ্রাস করে শিল্পায়নের স্বপ্ন আঁকছি। রীতিমত, প্রকৃতি ও প্রগতি যেন পরস্পর এক অমীমাংসিত দ্বন্দ্বের জায়গায় দাঁড়িয়ে।
একদিকে উন্নয়ন ও প্রগতির ডামাডোল আর অন্যদিকে প্রকৃতির নিয়ত বেড়ে চলার স্বভাব। এই দুইয়ের সহাবস্থান খুবই উপেক্ষিত। এগিয়ে যেতে হলে প্রকৃতিকে প্রগতির প্রতিপক্ষ হিসেবে দাঁড় করানোর প্রয়োজন নেই বরং প্রয়োজন এই দুইয়ের সন্নিবেশ। পানি ও পানির প্রবাহ ছাড়া বাংলাদেশের জীবন যাপন অসম্ভব। প্রাকৃতিক ছন্দের মাঝে আবার আবহাওয়া পরিবর্তনের জটিলতা জড়িত। প্রগতি, প্রকৃতি ও জলবায়ু পরিবর্তনের মধ্যে ভারসাম্য রক্ষার জন্য প্রয়োজন এই তিনের নতুন মোহনা, জীবন ধারণ ও বসবাসের নতুনতর চিন্তা ভাবনা ও রূপকল্পনা।

২০১৫ থেকে বেঙ্গল ইনস্টিটিউট ব্রত হয়েছে এই নতুন শহর-নগর-জনপদের রূপরেখা উপহার দেবার জন্য। পরিবেশের সামগ্রিকতার চিন্তা, প্রকৃতি ও প্রগতির দ্বন্দ্বকে সংকোচন করে নতুনতর শহর-নগর-জনপদের রূপকল্প, ভাবনা এসব নিয়ে বেঙ্গল ইনস্টিটিউট এর কর্মকাণ্ড।

বেঙ্গল ইনস্টিটিউট-এর কার্যক্রম চতুর্মুখী। প্রথমত, সামগ্রিকতার পরিপ্রেক্ষিতে ভবিষ্যৎ নিয়ে ভাবনা-চিন্তায় ও জ্ঞান চর্চায় পরিপূর্ণতা আনা। দ্বিতীয়ত, সামগ্রিকতার বিবেচনায় গভীর গবেষণা ও বিশ্লেষণাত্মক ভাবনা চিন্তা উপস্থাপনের প্রচেষ্টা। তৃতীয়ত, ভবিষ্যতের ভাবনায় নতুন রূপকল্প। চতুর্থত, গবেষণা লব্ধ তথ্য ও জ্ঞান, পরিকল্পনা ও প্রত্যাশা সবার সামনে বড় পরিসরে তুলে ধরা।

Since its inception in 2015, Bengal Institute for Landscapes, Architecture and Settlements has been been involved in envisioning the future of our lived environments. Through its research, design and academic programs, Bengal Institute has developed exemplary propositions for various regions and cities in Bangladesh. Conducted by esteemed academics and professionals from both home and abroad, the academic section is now a highly recognized program.

The challenges of the future will be environmental. The proliferation and expansion of cities will be the most critical challenge. What will be the nature of future cities and towns? How will the expanding city impact the landscape? How will villages transform? Will the future city and village merge into a third type?
Life in Bangladesh is impossible without considering water and its flows. Settlements and habitats here will have to include rivers, canals, wetlands and paddy fields in their formations. Considering the dynamics of the hydro-geography, such formation is inevitable. In adapting to diverse changes, from the environmental to climate, and from the technological to migrational, Bangladesh can set examples for novel and humane cities.

In a place where water is the fundament, and hydrological planning a prerequisite for cities, a dry ideology is instead celebrated. Buildings are built by filling in wetlands arbitrarily. Rivers and canals are encroached upon in the name of industrialization. Water bodies and channels are polluted indiscriminately. It appears that nature and development – prokriti and progoti – face an unresolved conflict. The complexities of climate change pose additional challenge. In order to create a balance between progress, nature and climate change, an estuary of these three is necessary. A newer way of thinking and planning about life and living is required.
